Roofing in Castle Rock
Castle Rock sits higher than any of the 18 Colorado cities in this guide, at over 6,200 feet, and it applies the state wildfire code to reroofs in mapped areas. Here's what the Town requires, what to check on its map, and how its hail record compares.
Updated October 30, 2026
Castle Rock sits at about 6,200 feet, the highest of the 18 Colorado cities in this guide, on the ridge between Denver and Colorado Springs. Higher ground generally brings heavier snow loads and stronger wind. Parts of town are also on the wildfire map, and since July 1, 2026, reroofs in those areas must meet the state's wildfire code. Castle Rock also went to the 2024 International Residential Code on June 30, 2026.
Hail in Castle Rock
We counted hail days from NOAA's Storm Events Database: distinct dates with at least one report of hail 1 inch or larger within 5 miles of Castle Rock's center point. Data runs from April 2010 through July 2026.
- 20 hail days with 1-inch or larger stones since April 2010.
- 5 of those came in 2021 or later.
- The largest stone reported was 2.5 inches, on June 8, 2019.
- That ties Castle Rock with Greeley for 7th of the 18 Colorado cities in this guide (see hail by city).
| Most recent 1-inch hail days | Largest report within 5 miles |
|---|---|
| July 28, 2026 | 1.00 in |
| June 9, 2024 | 1.25 in |
| May 10, 2023 | 1.25 in |
| Aug. 19, 2021 | 1.00 in |
| June 5, 2021 | 1.00 in |
NOAA's record depends on spotters and the public reporting what they see. Fewer people live in the open country around Castle Rock, so storms there are more likely to go unreported. The record can't tell you what hit your roof. To see storms near your own house, check your exact address. For what stone sizes do to shingles, see hail size and damage.
Permits and inspections
Inside town limits, the Town of Castle Rock Building Division issues roofing permits. A Castle Rock mailing address doesn't always mean town limits; some nearby homes are in unincorporated Douglas County, which has its own rules (see our Highlands Ranch page for those). Colorado has no statewide residential code. The Town's adopted codes page lists the 2024 IRC, with local amendments effective June 30, 2026.
From the Town's re-roof checklist and building FAQ, as of October 2026:
- Permit type: a residential roof permit, which the Town lists among permits that may not need plan review.
- Tear-off: 100% tear-off, including the old underlayment, down to the deck. No overlays.
- Mid-roof inspection: scheduled once the roof is fully dried in with at least five rows of roofing installed, and no more than 50% done. Roofing can't be finished until it passes.
- Missed mid-roof: uncover about 10% of each side for inspection, with an $85 reinspection fee possible, or submit a stamped engineer's or architect's letter. Acceptance isn't guaranteed.
- Ice barrier and drip edge: the Town's FAQ says an ice and water barrier is required (except on detached, unheated accessory buildings) and drip edge is required at eaves and rakes. The FAQ was written under the older 2018 IRC, so confirm with the Town under the 2024 code.
- Wind: the FAQ cites a 115 mph design wind speed. Ask your roofer which shingle wind rating they'll use.
- On site: the permit and inspection card must be on site. The permit holder sets up an OSHA-compliant ladder. Inspectors need an adult present, or written permission posted, to enter a backyard.
- Permit life: a permit expires if no inspection happens within 180 days.
- Scheduling: through eTRAKiT.crgov.com, or the inspection line at 303-660-1341.
We didn't find a published flat reroof fee. The Town links a fee schedule from its residential permits page. Call the Building Division at 720-733-3527. For what each stage looks like, see the reroof process.
Who can do the work
Colorado has no state roofing license. Castle Rock requires contractors to hold a license from a jurisdiction with an ICC-equivalent exam, carry liability insurance and workers' comp where it applies, and register with the Town before they can get a permit. Homeowners may act as their own contractor with a signed Homeowner Affidavit.
We didn't find a public contractor registration lookup. Ask for the roofer's Town registration and confirm it at 720-733-3527. Then run the rest of the checks on our check out a roofer page.
Class 4 and wildfire rules
We found no Class 4 (impact-resistant) shingle requirement in Castle Rock's adopted codes page or re-roof checklist, checked October 30, 2026. See Class 4 shingles for what the rating does and doesn't promise.
The 2025 Colorado Wildfire Resiliency Code took effect in Castle Rock on July 1, 2026. The Town's re-roof guideline works by map color:
| Map color | What a reroof of 25% or more triggers |
|---|---|
| No color | No wildfire upgrades |
| Yellow (low) | Roof rules only |
| Orange or red (moderate to high) | Roof rules, plus wall covering rules |
When the rules apply, the whole roof covering must meet new-construction standards. That means a Class A fire-rated covering or assembly, and any gap between the roofing and the deck must be blocked against embers (for example, with a cap sheet under tile). Valleys need metal flashing at least 0.019 inch thick (26 gauge) over a 36-inch cap sheet. If a parcel spans more than one color, the strictest applies to the whole parcel. Look up your address on the Town's map, linked in the guideline. Related reading: flashing and tile roofs.
HOAs and historic districts
If your neighborhood has an HOA, it may review roof color and material. HOA approval is separate from the Town permit. Get it in writing before you sign a roofing contract. If the association owns or insures the roof, see our condo, townhome and HOA roofs guide. We found no Town historic district rules on reroofs; ask the Town if your home is a designated landmark.
Finding your roof's history
The Town runs permits through eTRAKiT (etrakit.crgov.com), where you may be able to search by address. If you can't find a reroof permit there, call the Building Division at 720-733-3527 or file a records request. If your home is outside town limits, use Douglas County's permit search instead. Our roof age guide covers other ways to date a roof.

Common questions
Does Castle Rock allow roofing overlays?
No. The Town requires a 100% tear-off down to the deck, including the old underlayment, and doesn't permit overlays.
What happens if my roofer skipped the mid-roof inspection?
The Town offers two fixes: uncover about 10% of each side of the roof for inspection, which may bring an $85 reinspection fee, or submit a stamped engineer's or architect's letter for approval. Partial tear-off may still be required.
Does the wildfire code apply to my Castle Rock reroof?
Only if your parcel is colored on the Town's wildfire code map. In yellow, orange or red areas, replacing 25% or more of the roof surface means the whole new roof must meet the code's Class A and ember rules.
Is my house in Castle Rock or unincorporated Douglas County?
Some homes with a Castle Rock mailing address are outside town limits and get permits from Douglas County instead. Douglas County's address jurisdiction search tells you which office handles your address.
